【About Our Client】
Our client is a reputable ship owning and ship management organization with an established fleet operating internationally. The company is committed to maintaining the highest standards of safety, regulatory compliance, and operational excellence.
To support ongoing fleet operations and long-term manpower strategy, the company is seeking an experienced Crewing Manager to lead all aspects of crew management and ensure full compliance with international maritime regulations.
【Key Responsibilities】
- Develop and execute annual and long-term crew planning in coordination with Technical, Operations, and Safety Management departments to ensure full manning compliance at all times
- Oversee crew recruitment, deployment, rotation planning, and retention strategies to maintain a stable and compliant crew pool
- Ensure all seafarers possess valid certification, training records, medical fitness, visas, and endorsements in accordance with STCW, MLC, flag state, and port state requirements
- Manage crew payroll, allotments, bonuses, overtime, and compensation strictly in line with CBA and company policy
- Ensure compliance with MLC 2006 (including Title 5), STCW 2010 (as amended), and applicable flag state requirements
- Act as the key liaison between vessels, Masters, manning agents, seafarers, and shore management
- Lead crew performance management, succession planning, and career development programs for senior ranks
- Maintain accurate crew records within the crewing system and provide regular management reporting
【Required Qualifications】
- Class 1 Certificate of Competency (Deck) or Certificate of Competency II/2 under STCW
- Minimum 3 years of sailing experience as Master or Chief Officer
- In-depth knowledge of MLC 2006, STCW 2010 (Manila Amendments), flag state regulations, CBA, and international crewing practices
- Fluent in Mandarin and English (spoken and written)
- Strong leadership, negotiation, organizational, and communication skills
【Desired Skills/Experience】
- Shore-based crewing experience within a ship management or ship owning company
- At least 3 years in a managerial or supervisory crewing role
- Proven experience managing multi-national crew (e.g., China, Myanmar, Philippines, India)
- Experience in benchmarking crew salary structures and optimizing crewing cost efficiency
- Strong stakeholder management capability across vessels and shore-based departments
